Pattern reversal
If I wanted to use a cuff pattern from a top down sock for a toe up sock, am I correct in thinking that I need to:

1. Reverse the order of the rows
2. Reverse the order of the stitches in each row?

Or am I wrong?

That sounds right. It would be as if you turned a chart upside down--the rows and stitches are reversed.
