Need Help With Body Of Sweater For Dog

I had placed the inc's, and it looks fine to me. Now, the neck band is finished. Onto the body of the dog sweater. I had changed to the larger needles to do th St st, and after the two rows of St st the pattern indicated to be on the (RS). I'm not on the (RS), and I don't know why. Here is my row for row count from my slip of paper...
Neck Band
1st Row (WS). K1. *P1. K1. Rep from * to end of row.
2nd Row (RS) P1. *K1. P1. Rep from * to end of row.
Rep last 2 rows of (*K1. P1) ribbing for 2 1/2", ending on a 2nd row and inc 3 sts evenly across last row (102 sts).
So, my rows went on as...
Row 3 (WS). K1. * P1. K1. Rep from * to end of row.
Row 4 (RS) P1. *K1. P1. Rep from * to end of row.

Row 14 (RS) St st row (a purl row)
Next row: (RS). inc 1 st in first st. Knit to last 2 sts.l inc 1 st. in next st. K1. (104 sts.) see row 15 below...
Row 15 (WS) (this is where I am at)???

I don't know why the rows don't count out correctly. What did I do wrong? I tried to find the pattern on line, and it wasn't available. The pattern is "Dog Days 2005 September 05" , and this was the link to it...

The pattern is wonky if it calls both Row 14 and the row after that, the RS - they can't both be. And there's a row in between 14 and 15? That's very confusing and I gather these are meant to be easy patterns for beginners.... The link didn't work - is there a picture so you can tell if it's meant to have rev stockinette stitch after the neckband?

I had changed to the larger needles, and work the w St st row, which is row 13 a knit row and row 14 a purl row. Now the instructions for the next row is for row 15, and it indicates that it's a (WS). Maybe I am reading into it...maybe I am wrong. I need someone to check for me to set my mind straight.

The way you've got it written here, you have 2 row 14's. Both RS's.

No, that's the directions for row 15. Anyway,
The mystery has been solved! There was an typo error in the first part. Row 1 was suppose to be a (RS), and that is what threw me off. My knitting was correct though.
