Magic loop for neckband
If the pattern wants a 24 inch circular for the neckband but I only have a 32 inch, can I use it for magic loop?

It might not be long enough to do magic loop for a collar that would use a 24 inch needle.

You could do a one sided Magic Loop. Instead of dividing your stitches in half, just push them all to the left side needle and knit with the right needle like you do in ML.

Look at the video on Magic Loop knitting, and as I posted, just arrange the stitches so there's only one loop.

I was gone for a week to help my 91yo mother pack up her house. She sold it and is moving into a studio apartment at a retirement home. Well, at least we got her started.... my brother, his partner and another SIL are working on it this weekend.
