paletteyarn pattern, scarf

I purchased a yarn that I am not familiar with.
On the label it said to email...
www.paletteyarn.com
But, no page came up....
On the label...
7mm and cast on 15 sts.
Row 1,2,3, knit

row 4,
knit wrapping yarn around needle twice.

Knit 3 rows garter stitch, dropping extra loops made in Row 4.
QUESTION....
Do I wrap the yarn around the needle AFTER I insert the needle as if to knit?
or...do wrap the yarn twice then insert the needle to knit...?

The way it's worded, I think I'd wrap the yarn twice after in inserted the needle and pull both loops through and drop one on the next row.
