Bev's baby seed cap

I have a question about this pattern.. seen here http://www.marchofdimes.com/files/ch...e_patterns.pdf and here http://www.bevscountrycottage.com/seed-cap.html
I am making the bigger size. The last part of pattern is what I am unsure of.

Repeat this pattern of a decrease row and then a purl row until there are about 12 sts left.

Which part of the pattern do they want to repeat... is it rows 27-29 or just 29 until I get to 12 stitches. Or do I start at Row 9?
Any help would be great!

repeat the 2 rows, 28 & 29,
i.e. 1 row purl , 1 row decrease, until you have approx. 12 sts.
