curly purly soaker pattern

I am doing the MED size and bolded my size, here at this part:

measure leg opening, and continue in stockinette without decreasing until leg opening measures 9, 10, 11, 12, 13 inches.

My question, do i measure the leg opening as if it was a straight edge or measure half, like a folded edge? I am thinking the former, but i don't want to make the leg openings too small. Thanks!

Measure it as if it were on the leg. Kinda hard to explain..so that when you fold it to make a circle the circle would measure 11 inches around. Did that help?
