Kitchener stitch
I am using the magic loop for socks and I such finished the toe. I have 14 sts on each needle. The patterns says: "rearrange the sts so that the sock lies face-front. I did that, however my working yarn is in the middle of the 14 sts (7sts) on my one needle (the bottom).

My question is when I thread my tapestry needle can I thread the working yarn under the 7 sts and then prepare to do the Kitchener stitch? Will that work?

I think it would work better if you rearrange the stitches so the yarn is at the needle ends. You can slip them onto a different needle.

Well, I haven't made socks with magic loop, but I've seen this situation before. You need to knit across those stitches to get to the end usually. If you just rearrange them so the yarn is at the end as Suzeeq says you may have the toe oriented in correctly. You must have the sole stitches on one needle and the instep on the other.
