When you did the short rows and 'wrapped' the stitch--slipped the stitch, brought the yarn forward, slipped the stitch back and turned, that place where you brought the yarn forward is now around the stitch. When you get to it and you're supposed to knit the wraps, lift the part that's wrapped up onto your needle tip and knit it together with the stitch it was around.
