knitting wraps tog w/respective sts.

So I decided that I wanted to make"Pasha the Penguin"for my aunt's new baby and I came to a bump in the road.The part were it starts talking about"picking up and knitting wraps together with respective sts"really confused me.I can't seem to get passed it,so if anyone could help me out that would be great!!

When you did the short rows and 'wrapped' the stitch--slipped the stitch, brought the yarn forward, slipped the stitch back and turned, that place where you brought the yarn forward
