Help with sleeves!

I am working on the Central Park Hoodie and have decided that I don't want to make my sleeve cuff ribbing 5" long. Mine will be 3.5" instead. My question is: where do I make up the 1.5". Do I just start increasing as the pattern calls for and just worry about the finished length of the sleeve, or do I work the pattern even (no increasing) for the additional 1.5" and then start the increasing as stated in the pattern?
