Please be specific in your explanation since I'm not that experienced!! I don't understand why it is written like this!

They want you to dec in the ribbing pattern, which must be a 3 x 2 rib. K3,p2 on one side, k2, p3 on the other. So whenever you need to dec you would knit or purl 3 together or knit or purl 2 together, depending on what that rib would be wherever you are in the pattern.
