gauge swatch in stockinette, right?
I'm making http://www.lionbrand.com/patterns/60...tml?noImages=0 this. The gauge swatch should be done in stockinette, right?

No, it says "in pattern", so that woud mean to work in the st pattern. CO 26 sts and that should be enough to do the first 14 rows and give you enough to measure.

I started the project without making a gauge swatch (oops!) and I can check my gauge with what I've knitted up to now (pretty much the whole thing, only too small). Which part of the cable should I measure when I calculate my gauge? The part where there's no cable (wider) or the part that I cross the stitches to make the cable (tighter) or maybe in the middle?

Measure over a couple cables, including the purl sts between them.
