it says starting at narrow edge, cast on 64sts loosely;do not join,work back and forth in rows.
The only time I've come across this particular phrase is when I'm working on an afghan. If such is the case for you, then "starting at narrow edge" is just to let you know that you are working from top to bottom (narrow edges) rather than from side to side (long edges). .... and I won't tell you how many years it took me to figure that out!
