BO 9 on RS, work WS. BO 9 on RS again (this is the 'alt' row...meaning every other), work to end of row, turn...WS is now facing. You've completed that part as per what you posted.

Thank you so much. Could answer one more question. I am shaping a collar. I have 17 stiches on the needle it states: Row 1( RS of collar} K9 and turn. I have never turned. How does that work?

You'll be doing short rows (just what it sounds like). Check out the vid for 'Short Row with Wrap' in the Advanced Techniques.

Cam's reply is dead on.

All you're doing is knitting the specified stitches, turning your needles around in your hands so the left needle is now the right and visa versa and knitting back the way you came.

Short row is very common for shaping sock heels and such.
