Help with pattern that requires more cast on

I am knitting a Lion Brand pattern, Cuddle Bunny pattern #60635....I need to cast on MORE stitches after already knitting 28 rows...I have no idea how to do this, as I am a pretty new knitter. I assume it means to cast on my already knitted portion not on a new needle?? Or do I cast onto my empty right hand needle and ADD it to what I have already knitted????? Very confused.....any answers would be greatly appreciated! Thank you!

Put the ndl with the working sts in your left hand and add the add'l sts by working either Knitted (Knitting-On) or Cable CO sts. (Vids in the Cast-On section.)

28 rows? You should have 28 sts.

Pattern states:
Rows 25 and 26: Cast on 14 sts, knit to end of row – 56 sts.
