Please help. I'm confused by the way this row is described.
Row 2 and all even rows: Knit the knit sts and purl the purl sts as they face you.

Does it mean if something looks like a purl, purl it and if it looks like a knit, knit it?

It is for the Pavilion stitch

Yes, if it looks like a purl, you purl it. If it looks like a knit, you knit it.
