Reading a Chart in the round
Do I read the chart right to left and then left to right or just right to left the whole time I'm knitting in the round? i'm confused by that. this is my first time doing a chart so I'm a little confused

When knitting flat a chart is normally read right to left and then left to right.

Assuming that the right to left is the Right Side row, you would read the entire chart that way as you're always knitting the RS when in the round. If the left to right is the RS, then read the entire chart that way.

When you're knitting in the round, you're always working with the right side facing you. The chart would be read from right to left on every row, since that's the direction in which you're knitting.

The RS would be the knit side, if there's a stitch pattern, like lace or cables, the RS rows would generally be where the cables cross or where the pattern appears. Only garter or ribbing are truly reversible.
