Casting on at the beg of the next 2 rows?

I am knitting a little topper. and have completed the back and am starting the sleeves. Continuing from the back, the instruction say "cast on 4 sts at the beg of next 2 rows." I know how to "yo" and "increase within a stitch" but how do you "cast on" at the beginning of a row?

Please help

OK so put your empty needle into the last stitch on the left hand needle as if you were going to knit. Knit the stitch, but instead of slipping it onto the right needle, slip it onto the left needle beside the other live stitches. Pull the working yarn to snug it up a bit. I hope this is clear to you! There are vids in the CAST ON section for both Knit and Cable COs. Either can be used for adding sts to a row.
