Help with pattern instruction

I'm knitting Caron Scalloped edge Cami. On first turn second row It says Ch 8 (counts as dc, ch4) *dc in ch 4 space. Does this mean to skip the first chain 4 space or to do the dc in the first chain 4 space. I've done a few crochet things but never clothing. Any help will be appreciated.

I found the pattern here in case anyone else wants to take a look at it. Very pretty.

From reading the pattern, it looks like you should double crochet in the first chain 4 space and then continue on. Check your stitch count at the end of this row. It should match the first row which is 19 (22, 25) ch-4 spaces, 20 (23, 26) dc....since it appears that the piece is crocheted as a rectangle until the upper edging. If you have one extra ch-4 space and one extra dc, then rip out the row and skip that first ch-4 space.
