Either one is fine. The sts on the circular scrunch together more because of the thinner cord. So a circ can hold about 2-3 times the length of the cord easily. I often do a 42" pullover on 29" ones because that's what I've got in that size.

Unless you're knitting with a bulky yarn, I think either would work.
