Help with Saartje's Booties the Bockstark Way

Has anyone tried making these booties using this pattern http://www.bockstarkknits.net/2008/0...bockstark-way/ ?

I'm not sure whether or not to move my stitches right after I finish casting on or after the first round. Any tips would be appreciated!

When you first cast on you should have 15(17) sts on one needle and then 16(18) on the other...after working round one you will move the sts so you have 17(19) on one needle and 14(16) on the other
