Bind off x# of stitches at beginning of row
What does this mean?

I'm new to knitting I'm making a tank top for my daughter. I've made the front part of the shirt and am beginning the armholes. It says to "bind off 4 stitches at the beginning of the next two rows."

I know how to bind off but I guess I'm confused. How do I only bind off four stitches?

You bind off the same way you always would. Makes sure that four stitches are off the needles. If it doesn't tell you to break the yarn after that, keep knitting the stitches that are left on the needle.

Binding off is only the part where you pass the first stitch over the next one, otherwise it's the same as knitting (or purling) a row. So you k 2, pass the st over, k1, pass the stitch over.... until you've passed 4 sts over, then knit the rest of the row.
