surprise jacket - 2 years

I am a danish woman, and my english is not very good.
I have just finished the baby surpice jacket and now I want to knit the jacket for a two years old girl. I have the Opinionated Knitter.
I want to knit in cotton, 20 stitches at 10 cm. The sweater has to by 31 cm in body width. If I use the adult version, I think, I have to cast on 288 gauge. I think it is a lot, so I dont know, if I am wrong.
One inch is 2,54 cm.

Your English is great! . I know the sweater, but I've never knit it. . .but if you need to get 31cm across and the gauge you're getting with that yarn is 20 sts = 10cm, then you would want to cast on 60 sts.
When you knit the infant size, what was the gauge and how many sts did you cast on?
