how do I cast on in the middle

Hi all. I'm new to this website and I'm a new knitter. I'm making a top down sweater and I am on my sleeve. I have to cast on 7 stitches, pick up the 65 I already have then cast on another 7 - then join. Not sure how to do the "cast on", I did try it but not sure if it was right. Also couldn't join. Please help!

Use the knit or cable CO. Put the right needle with the working yarn into your left hand, CO then switch it back to the right hand and knit the 65 sts.
