I've made a bunch of them now. My 3 daughters and my housekeeper love them! I do a smaller, denser version of Artlady's scrubbie. I prefer a smaller one and a tighter weave for scrubbing. Here's my version -
Folding yarn inside netting cast on 16 stitches with size 10 needles, knit for about 9 or 10 ridges (18-20 rows) and bind off. Weave in ends.
You'll need to stop and fold in the yarn into the netting every so often. I try not to let any yarn show that is not covered with the netting to keep it from getting worn away with scrubbing.
BTW.. tulle is generally that soft bridal stuff which probably isn't strong enough for scrubbing. Look for a more hefty netting or buy it online at the links I shared in the first post.
