Ok, that doesn't make a lot of sense, does it.
Basically, you want half your stitches on one needle for the heel - they want your marker to be the center of these - so whereever that is, put 11 on one side and 11 on the other side onto one needle. the remaining 22 stitches should be split onto needles 2 and 3. Now you should be ready to work the heel flap on the needle that has 22 stitches.
