Yes, they're on different rows, but when you BO for the shoulders, the one you bound off first for the underarm will also be bound off first for the shoulders. So the armholes themselves will have the same number of rows to them and the 1/6" difference really isn't noticeable when you're done. And you can't BO at the end of a row and keep knitting; the working yarn would be at the edge and you'd have to cut it to work on the sts.
