Knit all the way to 3 sts before your marker.
Slip the next 3 sts to your right needle, as if you were knitting them, but you don't actually work them-- just slip them over.
Then take your left needle and come in the front of them, going right to left and knit those 3 sts together. (There is an SSK video here on this site-- just do the same thing but with 3 sts instead of 2)
Make a yarn over.
Slip your marker over to the right needle.
Knit 1.
Make a yarn over.
Knit the next 3 sts together.

The "At the Same Time" instructions mean you're going to decrease both on the neck edge (every other row a few times, then every 4th row a few more times) whily you also do the raglan decreases as stated for the eyelet raglan shaping on every other row.

Sometimes it helps to write these out on a piece of paper. Draw a line down the center, one column is marked as Neck edge, the other Raglan. Then write out the decs for the neck row by row, and the decs fro the raglan also. That way you can keep better track of what you do where and when.
