It'll help if you can post the website w/the pattern if it's a free one.
Basically, you'll start with chart 1. Usually you just do chart 1 one time - the directions should tell you. Then you'll have enough increases to start chart 2. There's usually a center section in a bold or colored box within chart 2- this is the rows and stitch pattern you'll repeat until the shawl is the size you want.
Chart 3 will be a border of some sort. Generally you only do it one time, if it's 5 (or 10, 12, 15, whatever) rows, you just knit those rows once. Bind off and you're done.
