what does "above joining round" mean? the whole sweater is knit in the round ! do they mean we should knit an additional section of 4.75" starting from the end of those 14 rows of decreases?
What is the total length of the completed sweater? If you were to knit 4.75" above your decreases will that make the length of your collar and total length of sweater?
