the "dec 1 st at the end of the next 5 rows" means to decrease at each end on each of the next 5 rows, so some will be on the wrong side of the work. "Then on following 4 alternate rows" means dec at each end every other row 4 times. "Then on the following 4th row" means to count 3 rows after the last dec and on the 4th row decrease at each end again. You only do that once.
So like this:
Row 1 (K): Bind off 6.
Row 2 (P): Bind off 6.
Row 3 (K): Dec 1 each end.
Row 4 (P): Dec 1 each end.
Row 5 (K): Dec 1 each end.
Row 6 (P): Dec 1 each end.
Row 7 (K): Dec 1 each end.

Row 9 (K): Dec 1 each end.
Row 10 (P)
Row 11 (K): Dec 1 each end.
