Sissy are you talking about the decrease for Grandma's Favorite Dishcloth? You need to do two k2tog along with the YO to get it to decrease. It's not called a bind off though.

When asking questions ALWAYS post the name and a link for the pattern if you have it.

It's ok. Sissy just forgot to put "Repeat this row." (And, as has been mentioned, of course you need k2tog twice.)
