would i be safe in assuming that your knitted on, cabled on, cast on, etc. Row isn't considered your first row? You start counting the rows after you have already casted on.... Right?

I don't count the cast on as a row, in large part because that's what I've learned from others here and the patterns I've done don't seem to count it as a row. Patterns I'm familiar with say to cast on and then do row 1.

Row 1 is the row after the cast on. Every now and then you'll see the cast on row from a longtail cast on considered as row 1 but most patterns don't do that.
